John Bellinger's Challenge To Academia

U.S. State Department Legal Advisor John Bellinger delivered a lecture at Oxford University on December 10, 2007, highlighting the shortfalls of the existing law of war to adequately regulate armed conflict between states and transnational non-state groups. He asserted a challenge to academia stating, "I hope that the scholarly debate in this area will move beyond assertions that all that is needed is better implementation of existing law, and instead work will begin in earnest on addressing the difficult challenges I have identified."
